Summary of the incident
I told him to get out of the car after he hit my crown vic while entering the gas station, and he just started driving backwards. During the pursuit his car flipped and he kept refusing to come out, when I started ramming he jumped out and ran off, then disconnected when he was tazed to avoid arrest|rp

The user was found guilty of disconnecting to avoid arrest.
Claiming "car door is stuck" to avoid fearRP would be powergaming, though sometimes VCMod prevents you from exiting the vehicle if it's next to a wall so he might actually not be able to get out. For fearRP, you should also record your mic to know that orders were given.
