Summary of the incident
The user had parked their car blocking my door. I moved the car after telling them to move it and they refused. they then later said "Ni****.. Ni****" IC For no reason. then CDMED Me

Can't see if he CDM'ed you purposely or not, you should've included his actions/reaction after you got run over.

As for the racism, it's a no tolerance.
He's been banned for a week.
