Description:
Enter button doesn't work for others. The owner of the keypad can press enter but others in the organisation cannot press enter.

I can confirm. When I spawn my Nexus dupe as a government member the keypads work fine. But when I spawn the same dupe with the Estleback job, the keypads break even though I have clan and government access selected.
