Title of Suggestion: 24/7 Live Billboard
Description
Having a billboard placed in the city which can advertise up coming events, updates or announcements.
Why?
This would be a great step to advertising events ingame. It will show a good first impression for the community when new players join. Many new players won't bother looking at the forums or Discord, so this might increase the awareness of which events are coming up.
Obviously this will only be available to the admin team or Super Admins to avoid mingery.

The gamemode already supports the placement of images and text which will persist over restarts, up to SAs if they want this to be used to advertise events.

It can be placed anywhere, up to wherever looks good. An admin/dev/sa can just place an image or text by looking at the location they want to place it and using a command.

I'm going to move this to finished as it should be possible to do this now.
- Gamemode supports this already, admins/devs/SAs can place images/text which persist through restarts until manually removed.
- Guidelines on images/text panels state that it may be used for large events.
