I don't see any direct orders being given to the user in chat or over voice, although he is handcuffed he would need to be told what to do still if he attempted anything.
Do you have any footage from before your video starts? If so I need to see that please. You have 24 hours to update the PR until it will automatically be denied.

This is the whole video, And you can clearly see my name in the right bottom corner but i didn't record my voice in the video by accident but i think its clear that im telling him to stop moving.
Also after recording i went to fl forums tabbed in and he rdmmed me bu sadly enough i don't have that on record.

Although it may look like what you we're doing would place him under FearRP it's still not hard, conclusive evidence unfortunately. I will still speak to the reported user and he will be watched in future to ensure if he did break FearRP it doesn't happen again.
