Title of Bug: Voice Radio Bug
Description: As far as I know everyone can hear me when I use the voice radio as a citizen.

Changing the frequency doesn't do anything.

Frequency changes don't work, because of this the voice radio for citizens is useless.

I don't see why we shouldn't have a connection between /frequency and voice radio. It will give more players access to use the voice radio and /pradio at the same time without having half of the server listening

Voice radio isn't available for citizens unless they have a pass, so I believe this was fixed a while ago.
Bug fixed.
