It seems like the person was new on the server and had to be led in the beginning, could you please report back to me with a number of hours the person has got.
Did the person also do this several times or just once?

i do not know how many hours the individual had but im pretty sure they only did it one

Regarding the person's low amount of hours and experience, I do not like to give out punishments for minor things like this, I would speak with the individual and explain the way to behave. Or if you could try and arrest him for assaulting unconscious man, with that being said, keep it flowing in-character.
I will contact him and speak with him, therefore, he will receive a warning.
