Summary:
I saw the suspect lockpicking a car in the nexus garage so I tried to arrest him. He re-connected to avoid arrest.
While I was writing this report, I saw him pop in again, but he ran off. I drove my car all the way around and caught him lockpicking again. I tazed him and he disconnected to avoid arrest once again.
