Summary:
The video mostly explains itself. The player breaks the following rules in my eyes:
- FearRP (refuses to follow orders).
- FailRP / exploiting (using nitrazepam in jails).
- Suicide to avoid RP / arrest (uses nitrazepam so the jail door kills him).

FearRP is very minor so will not ban with that reason.
He has however suicided to avoid jailtime and abused a known bug.
