Summary: He was being a police officer going around arresting everyone, then when the president wouldn't accept he decided to bring me into an alley. Then he started, atleast what I would consider, RapeRP, as he had a gun at my head and did /me commands which didn't leave me with any power at all.

Forcing players under gunpoint to do sexual acts, without their consent, is considered rapeRP.
Also as seen in the video, the player attempted to abuse the move body tool to kill you by throwing you off the edge.
