Building metal barricades and blocked windows in Burger King is obviously basing.

You can build in burgerking and other shops, as long as it's passive RP and no contraband.
Now the job name criminal and the base design heavily hint that it was not used for passive RP,
so user will receive a warning, as main street buildings and shops are reserved for passive RP.
