Summary: I was parked and when I pulled back onto the road to drive away [FL:RP] Grapefruit ran into me who happend to be an undercover officer. So I got arrested for wreckless driving. But at the time there was no law against it neither is there a perma-law so the arrest reason is invalid and should count as a random arrest.

DENIED
Arrests are deal in-character. Meaning that after this situation, you could have talked to the president about his officers not doing their job well etc.
It is not considered rule breaking.
