Do you have any more evidence on the situation? Any longer recording of the situation?
The player could be trying to unflip his car in a rather unpractical way, as /flip is still disabled. The car could have been flipped from a car crashing into it etc.

No, The Siphon. His car was parked on all 4 wheels with a clamp on it. He came up to it and started to prop-push it, flipping the car in the process. Later, another player joined him.
