I don't know what causes this bug, but you can easily circumvent this problem by binding a key to your chasecam in console; this means that when you press a button it puts you in third-person. To bind this key type in in console "bind <key> chasecam". Or you could manually type in chasecam in console.
By the way, the Cntrl+tab to go into thirdperson works for me in windowed mode. Have you tried restarting your gmod and are the keybinds untouched?

I did do some key binding, but the solution you offered proved to be just fine. Thanks. I don't see any reason to keep this thread going now.
