that's obviously a joke, he never claimed to be a real admin. He did nothing to pretend to be a staff member. You also have no proof of what he said, and what he did was a joke something unrelated to the server.

Do you have any evidence of him committing backseat administration? For example arresting someone for breaking the rules.
The name doesn't imply he was a backseat admin, but it can be considered as failRP.
If there is no evidence of backseat administration, user will be warned for an invalid job name.
