There were about 8 people in that crowd so a command forwarded to a single person might lead to some confusion.
If anything she perhaps started running due to the gun shots. Once in direct contact with the SRU she barely resisted and thus I don't see any major rule breakage.
She will be issued a verbal warning for punchwhoring and general mingery.
