Only if he doesn't get teleported to the office as the vice might be doing something important outside when the pres dies or changes job.

Prevent the automatic switch when the Vice is restrained by anything.

Maybe before the automatic promotion happens a menu/option will appear, similar to the warrants asking if they would like to fill the position, with a tick and a cross to decide.
