If you are banned permanently it means you cannot join the fearless servers ever again. This is usually reserved for very serious rule breakages, this includes breakage of TOS (https://www.fearlessrp.net/showthread.php?tid=63612)

Yes some bans can be permanent, most are not permanent. As explore said bans are only permanent if you break the TOS or if you have been banned many times before(normally around 10-15)
