Title of Bug:Clan System Breakdown at High Players

Description: The clan system seems to break when the server has high amount of player. The /cradio to some degree works, for some it doesn't. Seeing as this is something people actually pay for, there should be some prioritization on this.

The current bug is quite devistating when you wish to have a clan that performs legal activities that require a high player base to actually function. For example my current investigations group actually requires players to ... investigate? - Please fix or i will report u to garry.
