Depends on what people would want most. Modded seems like the better option as Vanilla is pretty boring now.

Find minecraft incredibly boring, even had our own servers for a long time and several of them on the go, just a really really boring game.

Marty as a point tbh. All I have done for the past year now is build creations on modpacks as they give me more tools to work with.
