Hey Bob,
In your screenshot you can't see the persons job title, nor anything particularly incriminating apart from having a gun, which is acceptable in certain circumstances.
Do you have more evidence or could the VP at the time come forward and give their statement?

I took a screenshot of their job title, I do have some screenshots to show it was the same person
Edit: Would it come under rule 9.6?

The picture taken shows the person was in fact a citizen at the time, pointing the gun towards the VP.
As such, I will issue a blacklist.
