Not 100% sure but I guess that the user you are trying to comment on has set profile comments to buddy's only and you aren't their buddy.

We've disabled comments for non-donators for some time due to issues with "trolls" who spam porn sites and general spam on other people's profiles.
This will, if possible, be changed so people with a verified steam account will have the feature available, as everyone making these spam profiles are usually permanently suspended people who don't connect their accounts to steam.

Unfortunately people have been making accounts in order to post spam/porn/minecraft links to other people's comments on their profiles. I've been a victim of this, so unfortunately it's a needed feature for non-donator members. Sorry, buddy.
