it should have a 2 RPP Limit / 300 Hours limit, simply because it could be abused very easily.

At least a 2-5 RPP limit and an hour requirement of 300 or more.
Also, have so that the owner of the car has to do /clamp and it takes an amount of money from them.

How would you get your car, without paying a fine etc. , as criminal e.g lock pick if it was in the city/public place.

I don't see any reason to restrict such a tool to some RPP limit.
Quite simple:
Only able to place a wheel clamp on a car if a search warrant is in place.
Only able to use one wheel clamp per resupply.
Ability to lockpick it?
