I'm not entirely sure, don't take my word, but i think that Skummet got administrator, just like Pear, because they resigned and came back within a short time, where they would still know everything, and they are still known by the team and such, whereas Feffe has been gone for some time, and is not that experienced with the new team, and the new rules and stuff, therefor he got moderator.
Don't take my word on it, i don't know exactly, but im assuming its like this.

I imagine it's because Skummet was admin before recently. Feffe has not been staff for a long time so it will take him time to get used to the role again.
