What's up with all these people being banned for ToS lately?Might there be a large secret group of gamemode copiers?

Recently a set of documents was leaked from the Admin Office, those who spread it, cause harm, in the long term, to Fearless. The Office is restricted for a reason. Therefore people are banned for spreading it.
However, the case being referred to above, is that a member of the Community was given restricted information and refused to give up the staff member who released him the information. The member held on to the information, not spreading it, which is good. However, he would not tell us the person who gave him the information. The staff member has yet to come forward.
