HI.
I have in your server Low FPS (like 30 fps avg) why?
I have very strong computer , and still ..
can you please help me to fix it?

Try to low down your graphics in Garrys Mod.

I have a shitty PC and i still get 30FPS avg. I think its just GMod being shitty in general.

Simply empty the autoexec.cfg file you put the code in to, or delete the whole file.
Although you could try forcing the game to use the right number of processor cores
mat_queue_mode 2 // 1 for dual core, 2 for 4+ cores, -1 for automatic detection
if you don't know what kind processor you have, go to start menu, type in the search field dxdiag.exe to see how many cores your processor has like in the picture below
