In the evidence it says that you successfully arrested him, which means that even after reconnecting, he spawns in the jail until the arrest time is over.
PS: Do not patrol/do police duties as an SRU.

He was not getting arrested check the other picture, i took it 1 min after he disconnected

No, as i said he just reconnected and that doesn't even took 3 minute so it is sure he is avoided the arrest somehow
