Could you provide any evidence which shows the laws at the time? That would determine whether or not it was a valid raid.

Involved.
They had no reason to raid him.
They raided him because he banned a Normal Citizen from the City.

I dont have any.
But as you can see in my Video a corleone (who also raided) siad he's getting raided for banning single citizen from the city.

He said "He is bann citizens froim the City !". That exact quote does not state that he is specifically raiding for this reason.
