Summary: Someone was proppushing in the city the whole time, I think it was this man the whole time just doing it sneaky. Finally got him on cam doing so.

The user in question has been issued with a six hour pte (Physgun, toolgun and entities) blacklist for the reason, prop pushing.
Also next time you submit video evidence can you please ensure it is not edited.

I do not even know how to edit, I record with bandicam just a free easy cam. If you mean the music under the video, it's just me listening to music when recording. And further I can't really see what you found edited in this video.
