Summary: I was responding to a call where the SWAT was needed. When I was there, I noticed the guy with this big thing attached to his truck. His job title when I checked was tow truck service or something of that nature. He did this for a good 20-30 minutes just driving around from what I saw. You can see in the screenshots a keypad so he can drive cars around. I never heard of him in the government radio requesting he impounds a car. Also, as my time in SWAT and the nexus, I never saw him drop off a car that he towed for us.
