Hey out there i would ask if a firefighter may use a red raptor if he is onduty?

You can use it if you get permission from the president.

If you was wanting to do this, I'd seek admin permission, not just Presidents. Most likely the admin will be fine with it, colour your Raptor and let you head out.
Just make sure if you do, you RP it correctly. A Raptor owned by the Fire Department wouldn't just drive around like a maniac and breaking speed laws etc. Aslongs as you follow that and have admin permission you'll be fine
