Summary: Basically, I told the rebel that they weren't allowed to use expensive vehicles as rebel. However, he just claims "I know" and continues onto a race with another corleone member. However, I wouldn't like him to be banned. Mabye just blacklisted from vehicles/rebel, because it isn't to serious in my own opinion.
