Even if you view the arrest as random, that does not mean you're allowed to DC to avoid this arrest.

As Enzyme stated, eventhough you would find the arrest to be random, you do not disconnect to avoid it.
Eventhough someone else is breaking the rules, it doesn't mean you are allowed to do so. Two wrongs don't make a right.
If you felt it was random, you should have gathered evidence for a BR instead.
