I would assume this would fall under FLs policy on family shareing.
So long as none of the accounts being used are under suspension it should be fine, though in the event of a ban being issued, all linked accounts would also be banned.
Though this is just my theory on the subject, we need a higher up staff members final say on this

I'd say the same as Blackdog, aslong as you do not play on any other account when you're banned you should be fine.

There is no real point in using two different accounts. There is nothing against using two accounts as long as you are not banned on one of them.
But you cannot use a new account to "start over". So I personally do not see an issue, or point, to using a second account if the other is not banned as long as you inform the staff about the second one or if you plan on going back to zero hours so bans are in account so any double accounting situations do not appear.
