Quicker solution to no update showing up is quoted from Icee2199:

1) Right Click on Garry's Mod in your Steam Library.
2) Click "Properties"
3) Go to the "Betas" tab on the far right.
4) Under Beta Code put in "bloxwich" and click Check.
5) On "Select Beta you would like to Opt To" tab, select "development"
6) Restart Steam, and wait for it to update.
