You really didn't have to post this.
He RDMed a Moderator and got banned. He is banned for a year so.
If he killed a mod/admin he is going to obviously get banned right there and then so.

I didn't look into his ban before I posted this, moderators can only ban for 48 hours so if he got banned for RDM then this should extend it for prop spam as well.
