There are a lot of people, who's nick is written whith non-English letters like Штаны or ßų††∑ŗ.
How can police warrant them maby on arrest if they can't write nick?
Or how can we find him in steam id page if we can't write nick?

This indeed is seen often, but if an Administrator or Moderator sees this, they request them to get a new name.
If not, they will be banned/kicked.
But when there are none on, this could be really hard to handle, ofcourse.

I'm pretty sure you're able to warrant with steamIDs now.
/warrant SteamID arrest/search

How are we supposed to find their steamIDs as we can't search it on the forum.

Type ״status" in console, this will show the SteamIDs of all the players on the server.
