According to this thread, it has been declined just few weeks ago, I highly doubt they've re-enabled it.

Or the threads are readable only by the admins+ and the guy who created the thread. I know there is a way to do so on certain forums. :3

Yeah there is, the same is done with suggestions and bugs private reports.

I am not sure. I would think that they wouldn't re-enable the ability to see admin abuse threads, although they were funny. The whole page has changed, it used to be that big form, so I am not sure, maybe it has changed. We just need to wait for someone to post in it I guess.
