Summary: I joined the server and as soon as I start walking I get tranquilized. (Unfortunately I do not have evidence of this), so I tried to figure out who it was. I saw a guy behind the bank tranquilizing people so I recorded him and he was indeed randomly tranquilizing.

Evidence is inconclusive + it looks to me like you followed him just so you can get evidence against him.
