Fearless only has one beta server currently.
It is probably safe to assume bans will carry over, so if you have a lengthy or permanent suspension it will most likely be applied to the 13 server too.

Yes you will, the database will carry over. I suggest you check out http://www.fearlessrp.net/showthread.php?tid=17936 for the FAQ for GMod 13.
