I can just tell that you don't need PHX anymore for G-Mod.

What you want to do is, Once You have installed Gmod and Css, You want to go to your main Gmod screen, You'll see a something called "Extensions"
Click that, Go into the Game content Tab and Re-Tick Css.
Problem solved.
