I think this means that the CityRP Gamemode has broken, so the server has returned to the default Base Gamemode.
It's nothing wrong with the HUD it's the Gamemode your in that changes it, if it's still like this it should be fixed soon.

You've not downloaded the lua cache. A lot of people are having this problem right now. The same happens on other gamemodes if you don't download the lua cache.
