There are two people KillBill and CSSK_XXX---------- They were RDM, not doing their jobs as police officers, and Propblocking the road (Using the large combine door/Gate) so no one could drive and prop blocking the Nexus.

I was there at the time and have recorded two people rdming CSSK_XXX over and over (S.W.A.T and KillBill) , CSSK_XXX was prop blocking the nexus but mainly to keep them away from him.
Ill upload the video now and edit it into this post in a bit
