Who is he? I found it hard to understand so what exactly does this mean? I'm lost, are they going to permit modification of game files? Or are you just frustrated because you can't? That would frustrate me too, that was one of PC's strong points, the ability to modify the files/game much more than you can on a console.

This guy is the creator of the Enb series mods that you may have seen on GTA IV and Skyrim.

Who his modder friends are I'm not sure, but I would think that they're very experienced modders also. He's basically saying that Rockstar locked down the game files to prevent piracy and they aren't currently modifiable (or at least they haven't found a way) unless Rockstar releases a patch so that the game supports mods.
