About the hostage thing, if they jump out of the car to avoid the RP situation it's against the rules since it would be classed as suicide.. well attempted suicide. Also it's a hard thing to decide what would be better. When the car is locked make it so hostages can't get out, people would abuse that, but if you make it so they can still get out, people would abuse it still.. So nothing you can really do about that.
Also to people saying it's quicker to jump out of the car. What if your car keeps going and doesn't hit anything? You'll have to walk to your car and that's probably longer than stopping and getting out when stopped.
