Conclusion:
After reading through all of this, I have concluded that this case of "RDM" was not intentional.
Though Fireice you should have followed this rule in the first place to avoid it happening:
[3.4d] Do not run into or loiter around extremely dangerous or life-threatening situations (even to get to the weapons locker), such as a fire or raids someone without the appropriate job.
in this case by staying in your apartment out of the way.
