I've read that the Rockstar launcher deletes and replaced any modified files, which would make modding quite hard without bypassing the whole thing. Also, it doesn't necessarily mean that the Steam version is safe since it could just launch the Rockstar launcher through Steam, like how Ubisoft games open the Uplay launcher through Steam.
But who knows, might not be an actual issue.
If it launches the rockstar launcher from steam I'd be pissed, However fiveM will solve the modding issue, They expect to have a version out within a month of RDR2PC releasing so that's pretty gucci.

I'll be completely honest I'm not majorly interested in the mods mostly just the story and the multiplayer.
