I had this problem, what worked for me was uninstall every add on, unsubscribe from every add one. Reinstalling Gmod.

Thank you for that Link! I subscribed to that and it downloaded the prop I was stuck on... but now it is stuck on something else.. :/

Also, I cannot install any content packs or avoid downloads. If I set the game to not download any custom content, the game stops responding. And if I try extracting any content packs, it says "Unexpected End Of Data" (7Zip) or "This archive is corrupt" (WinRAR). I have tried leaving it on all day to see if I just needed to leave it for a bit. Came back after 6-8 hours and it was in the exact same place, so it is not that. See why this problem is impossible...?

Just set it to download custom content.
Subscribe to all content packs that FL has.

Also, you can't open GMA (addon file) with Winrar.

Okay, I subscribed to all of the packs and just waited on the main screen for them all to download and extract. When it did that, I tried to join but it got stuck on that boatengine audio file again. I have set it to not download custom audio, and now it works.... ish.... it just says not responding now, while saying "Workshop Complete". I left it for about an hour... still nothing.

Remove all your addons.Uninstall and reinstall Garry's Mod.

Yea, does not make a difference. Crashes on "Workshop Complete".

Disable downloading custom content
Then join
that should fix your problem
