Perhaps make it so that the person receiving the warrants has to accept it and now just get it thrown unto them if they don't want to.

I saw it should be a short term thing
President can run command and Sargent's can then warrant for 5 mins
The command can only be used once every 30 mins

Why though? I don't see how this would help?
If the President leaves his position, the Sergeants power is revoked once a new President is appointed. There is really no need for a cool down? The President should be able to take back the permissions when he feels necessary.

Yet he can cancel if he wants but it should be Max 5 mins with a cool down which ofc would not apply to next president

I think a cooldown would be fine, to prevent spam etc.
Overall the idea is pretty fool proof, it cannot really be abused depending on how the user acts.
