If you have a stray bullet, then this is your fault and responsibility. Common sense applies here as it does in real life when shooting with a firearm. There's always a risk that you might miss and it is for you to think about where the missing bullets hit. If you shot someone on "accident" then this is still your fault because it is you who equipped rifleammo and a rifle and started shooting.
